In April 2006 CRG Research Ltd were commissioned by the former ELWa (now the Welsh Assembly Government Department for Children, Education, Lifelong Learning and Skills) to undertake an evaluation of the Common Investment Fund (CIF).

CIF was launched in March 2005 and was an integral part of the Strategic Investment stream of the National Planning and Funding System. Around £15.7 million was allocated to CIF, over two rounds, taking both capital and revenue spending together.

The aims of this evaluation are to develop the evaluation framework and evaluate Rounds One and Two of the Common Investment Fund.
