This report provides a synthesis of the evidence on the achievements of the two programmes in terms of their delivery structures and processes and the benefits that have been generated. It draws upon a range of evidence that has been collected over the first two years of the evaluation, including a review of the key contextual and impact data relating to the two programmes and a range of case studies and thematic studies.
