Building on the first stage, the aim of the formative evaluation report is to provide a thorough report reviewing progress on implementing the Programme and emerging evidence on its impact. Also to provide clear recommendations on the future of the Programme in the context of its mid term review.

The report is based on a programme of work undertaken between September and November 2011.

It draws on findings from a review of monitoring data and fieldwork with key stakeholders to review the progress of the Communities 2.0 Programme to date. It also finds that on the whole Communities 2.0 is on track in terms of delivering against headline targets, with the economic targets of the programme proving most challenging. 

It makes 14 recommendations about the programme in the future, with the first recommendation being that Communities 2.0 continues to be funded for a further 3 years to 2015.
