Old Bell 3, in association with Dateb, was commissioned by the Department for Education and Skills (DfES) of the Welsh Government (WG) to undertake a formative evaluation of the Welsh for Adults (WfA) Programme.

This evaluation was undertaken between September 2007 and March 2010.

Iaith Pawb, the Welsh Government's National Action Plan for a Bilingual Wales, commits the Welsh Government to take a national co-ordinated approach to the development of the Welsh for Adults programme. This involves reviewing the planning and delivery of the programme, so as to bring Welsh for Adults into mainstream planning and to raise the profile of Welsh language learning.

The purpose of the evaluation was to assess the effects and effectiveness of the WfA Programme in order to inform its future development.
