Carl Sargeant AM
Carl Sargeant was born in St. Asaph, North Wales. He is married, has two children and has lived in Connah’s Quay all his life.
Previously employed by a leading manufacturing company in North Wales he has trained as a Quality and Environmental Auditor and also as an industrial fire-fighter.
With football a family interest, Carl has many connections with local teams and enjoys watching Newcastle United.
He was a local Town Councillor and represented the Community and Council as Chairman in 2001. He was also Vice-Chairman of the Recreation and Entertainment Committee.
He also had Chairman Responsibilities for Planning within the Town. Carl has many interests within the Community and served as a Governor at Deeside College of Further Education and Ysgol Bryn Deva Primary.
He was first elected in the National Assembly for Wales election of 2003. He has sat on the Enterprise, Innovation and Networks subject committee and was a member of the Railway, Infrastructure and Passenger Committee. He was also a member of the Assembly’s Audit Committee.
In 2007, Carl was re-elected to the National Assembly for Wales and was appointed as Labour Chief Whip and Deputy Business Manager for the Welsh Assembly Government. In December 2009, Carl was appointed as Minister for Social Justice and Local Government. Following re-election to the National Assembly for Wales in May 2011, Carl Sargeant was appointed Minister for Local Government and Communities and in March 2013 was appointed Minister for Housing and Regeneration.
His interests are Aerospace Technology and Community Safety.
The Minister for Housing and Regeneration is responsible for:
- The housing and housing-related activities of local authorities and housing associations, including housing management and the allocation of social and affordable housing;
- Homelessness and housing advice;
- Regulation of registered social landlords;
- Matters relating to housing provided by the private rented sector;
- Support for private sector housing renewal;
- Aids and adaptations, including Disabled Facilities Grants and Physical Adaptation Grants;
- The provision of housing-related support (but not the payment of Housing Benefit);
- Matters relating to the supply of market and affordable housing to meet need;
- Quality of social and affordable housing;
- Strategic Regeneration Areas and legacy regeneration;
- Provision of sites and premises, derelict land and environmental improvements relating to regeneration;
- Physical Regeneration Fund;
- The regulation of commercial tenancies let by local authorities;
- Groundwork Wales;
- Coalfields’ Regeneration Trust;
- All aspects of planning policy, including the issue of statutory guidance to local authorities;
- Determination of planning disputes and appeals;
- Planning gain – Section 106 Agreements and Community Infrastructure Levy contained in the Town and Country Planning Act 1990 and Planning Act 2008 respectively;
- Building Regulations (The exemption of certain classes of building from Building Regulations, and the determination of appeals on matters relating to them); and
- The Wales Spatial Plan.
