Written - Appointment of Strategic Capital Investment Panel

The Welsh Assembly Government has established the Strategic Capital Investment Framework, which will strengthen our approach to the management of capital investment and further improve public services for people across Wales.

The Framework brings together a full range of measures to manage effective capital investment. At the centre of the Framework sits a Ministerial Board that will make decisions on how the initial £400m fund will be invested during the next 3 years.

The Board will be supported by a Strategic Capital Investment Panel, which will provide expert and independent advice on investment proposals, from inception through to implementation.

I have now concluded the appointment of the Strategic Capital Investment Panel and have appointed six members.

I have appointed Dr. Tim Stone as Chair of the Panel together with John Bevan, Alan Brown, David Goldstone, Shonagh Hay and Barry Williams as Panel members.

The appointments are initially for a 3 year period, and are governed by the Nolan Committee’s seven principles of public life.

The appointment of the six Panel members concludes a rigorous exercise to recruit people with the right experience, knowledge and talent to help make a real difference to our approach to capital investment.

I will consider the option of appointing new Panel members if additional expertise is required in the future.

I am looking forward to working with the Panel over the next 3 years. While the Panel will focus its attention on the Strategic Capital Investment Framework, I will be offering the services of Panel members to Departments if specialist advice on other projects is required.

A brief biography of the six Panel members follows.

Dr. Tim Stone

Dr. Tim Stone is a Chemist and has extensive experience in the financial, capital investment and infrastructure sectors.

He is currently Chairman and founder of KPMG’s Global Infrastructure and Projects Group. He is an expert Non-executive Director of the European Investment Bank, as well as acting as a Senior Advisor to the UK Government on the New Nuclear Build Programme. Tim is also an Independent Advisor on infrastructure investment to the Deputy Premier and Finance Minister of an Australian state.

Tim was lead advisor to the MoD on the £13bn Future Strategic Tanker Aircraft programme.

He was one of the founders of London & Continental Railways which developed the high speed rail link between London and the Channel Tunnel.

Tim lives in Saffron Walden, Essex.

John Bevan

John Bevan is a Chartered Engineer with 35 years of experience in the construction industry and, in that time, he has served on the boards of both UK and international companies.

He has a proven track record in leading businesses and capital projects at strategic and operational level.

John brings to the Panel knowledge of construction, procurement and project delivery processes.

He is currently the Managing Director of Laleston Partners, which provides specialist consultancy advice to the construction sector.

John lives in Bridgend.

Alan Brown

Alan Brown is a Chartered Surveyor and Regeneration Specialist and has over 25 years experience in delivering major capital projects involving both the private and public sectors.

He has been closely involved with the economic and social regeneration of Wales and was previously Chief Executive of BP D’Arcy Development, a wholly owned subsidiary of BP Oil UK.

Alan is currently involved in a project to regenerate the town of Yeovil in Somerset.

He lives in Bassaleg, Newport.

David Goldstone

He is an unpaid Advisor to the Minister for Health and Social Services at Welsh Assembly Government, as well as being an Estates Advisor to the Welsh Rugby Union.

He founded Regalian Properties PLC and was Chief Executive and Chairman between 1971 and 2001.

He was a Board Member of the Wales Millennium Centre between 1998 and 2006 and is now a Life Vice President.

He was a member of the Council of the Welsh National Opera between 1984 and 1989, and has been Honorary Vice President of the Royal Albert Hall since 2007.

David is a prominent figure in the UK property development market, and has been involved in developing landmark buildings and regenerating urban communities. Examples of developments that David has delivered are the MI6 Headquarters, the Marble Arch Tower, and 3a Palace Green on Kensington Palace Road which is regarded as one of the finest residential buildings in London.

He has been Chairman of both Cardiff City and Swansea football clubs and has held senior positions at the University of London, Coram Family and Foundling Museum. David is an honorary fellow at the LSE.

David lives in London.

Shonagh Hay

Shonagh Hay is semi-retired and until recently was Group Business Relations Director at international asset management company Currie and Brown.

Shonagh was previously Group Business Development Director and Managing Director Scotland for construction and support services company Amey plc. She has over 20 years experience in the construction, asset management and support service sectors.

Shonagh is founder and host of the Senior Women in Health Forum, is a member of the construction reference group SIDA at the Office of Government and Commerce, and is a member of the Women in Leadership Group.

Shonagh lives in Abergavenny.

Barry Williams

Barry Williams is a finance professional with over 15 years experience in the infrastructure sector.

He has held senior management positions at Land Securities Trillium, Secondary Market Infrastructure Fund where he was founding partner, and, Babcock and Brown. He also worked at HM Treasury where he was involved in the development of policy of PFI / PPP.

Barry is currently the Managing Partner at Aleltho Limited which is an infrastructure finance house that specialises in the renewables and PPP sectors.

Barry lives in Kingston-Upon-Thames, Surrey.
