Written Statement - Applications for 2012 Entry to the Glastir scheme

Farmers in Wales intending to join the All-Wales Element of the Glastir scheme in 2012 were asked to submit their applications by 22 November 2010. A total of 2904 applications have been received.

 

My officials will be analysing the applications in terms of location, participation in existing agri-environment schemes and Tir Mynydd, sector background, options selected and the hectares covered. I intend to make this work publicly available.

 

From the outset, I have been clear that the detail within the All-Wales Element needed to provide sufficient flexibility to reflect changing circumstances. This has been the case with existing agri-environment schemes.  It is important, therefore, that we aim to continually improve the implementation of Glastir based on experience. I am therefore putting in place arrangements for an independent review panel to consider the practicalities of on-farm implementation of the options under the All-Wales Element of Glastir and make recommendations for the future.  I intend to make a fuller Written Statement before Christmas.

 

I anticipate the review process to be completed before March 2011 so that any changes can be fully explained and advice available to inform the 2013 Glastir All-Wales Element application period next autumn.

 

In the event that the scheme is refined following the review panel’s recommendations, those who have applied and enter into a Glastir contract for 2012 would have the option to modify their contracts. This will ensure they are also able to benefit from any changes that might be introduced. 

 

For the 2904 applications submitted, these are to be examined to ensure that the basic eligibility criteria have been met. Following this, in the early part of next year, applicants will be invited for one-to-one discussions at the Divisional Offices to complete the negotiation process for a formal contract to enter Glastir in 2012. Furthermore, those who have applied this year will be the focus of support for participation in the Targeted Element of Glastir from 2013 and the ACRES energy scheme.
