Care Standards Inspectorate for Wales Annual Report 2003 - 2004
This is the second Annual Report of the Care Standards Inspectorate for Wales (CSIW).
This year has seen a consolidation of the regulations and national minimum standards first made in 2002 and the implementation of major new areas of regulation in 2003/04. The Welsh Assembly Government has also made a number of changes to the standards in response to both the service itself and our experience of making those standards work.
Providers and CSIW have developed a more rounded understanding of the standards and how they can best be used to support good quality services. Advising and supporting providers through this period of learning and change has inevitably been an important role for CSIW staff. The report also identifies where CSIW needed to intervene to safeguard the needs of service users.
