Inspection of social services for children and young people in the City and County of Cardiff
This report describes the findings of an inpection of services for children and young people in the City and County of Cardiff.
Following the September 2002 joint review of social services in Cardiff, serious concerns were raised by the finding that children in Cardiff were being exposed to “unacceptable risks” because of the authority’s failure to meet its statutory obligations to screen, assess and review all children at risk and those who are looked after. At the time of this inspection, the authority was still not serving well children who needed its services and prospects for improvement remained uncertain.
