Performance Evaluation of Caerphilly County Borough Council 2007

This evaluation is based on evidence collated by CSSIW and material submitted by the authority.
Much progress has been made in developing commissioning strategies in adult and children services. The authority is well engaged with its public services partners in remodelling services and there is a large and challenging agenda for change. Considerable organisational change has been evident, particularly in the first part of the year. There are clear indications that service planning and financial control have been key strengths. Improvements are evident in the allocation of cases in children services which had been a source of significant concern in past SSIW reviews. The authority has a comprehensive and inclusive approach to evaluating its performance. It would be further improved by a sharper focus on evaluating progress in the key outcomes.
