Performance Evaluation of Gwynedd Council 2006

This evaluation is based on evidence collated by CSSIW and material submitted by the authority.
The authority has undertaken considerable work to increase the collection and
use of performance management information and there is evidence,
particularly in Children’s Services that this is driving improvements to
services.

The authority appears to have a clear strategic vision of what it wishes to
achieve and is putting the necessary structures in place to achieve this.
Adult services have continued to remodel services to support people to live
within their own homes and communities. Although there is a clear commitment at all levels to refocus services progress towards this objective is
slow with resources having to be shifted.

Children’s Services have systems in place to improve the way in which
referrals are processed and to evaluate their effectiveness. Data provided by
the authority indicates that the percentage of referrals on which a decision is
made within one working day has increased by 10%, from 88% in the last
quarter of 2005/6 to 99% in the first quarter of this year.

The authority has not yet implemented Unified Assessment in Adult Services
and will not implement the Integrated Children’s System by 31 December
2006. Although, this is due to the authority not having received delivery of
their IT solution they should implement both of these initiatives in the coming
year.
