The proposed measure represents a significant step forward in the implementation of the 14 - 19 Learning Pathways for young people in Wales.
This Measure was introduced on 7 July 2008 by the Deputy Minister for Skills. It was passed by the National Assembly for Wales on 17 March 2009 and approved by Her Majesty in Council on 13 May 2009.

What is the purpose of the Measure?

This Measure will ensure learners aged between 14 and 19 can choose from a wide range of courses supported by impartial advice and guidance.

The Measure creates a right for learners aged 14-19 in Wales to elect to follow a course of study from a local area curriculum.

What are the benefits of the Measure?

Learners will be provided with a full menu of learning choices including both vocational and general courses.  Young people will have an equal opportunity to take up a range of educational options, irrespective of where in Wales they happen to live.  This will help ensure that young people in Wales have the freedom to pursue the learning choices which best suit their skills, abilities, interests and ambitions.
