Red Meat Industry (Wales) Measure 2010

This Measure was introduced on 19 October 2009 by the Minister for Rural Affairs. It was passed by the National Assembly for Wales on 10 March 2010 and approved by Her Majesty in Council on 11 May 2010.

What is the purpose of the Measure?

The Measure provides a legislative framework through which Welsh Ministers may develop and promote the Welsh red meat industry, including increasing efficiency and improving the marketing of the industry.  This includes the setting and collection of a levy on the industry which is used to deliver the aims of the measure.

The intention is that Hybu Cig Cymru - Meat Promotion Wales (HCC) will continue with the existing operational management arrangements, in place since April 2003, with the introduction of a new delegation agreement between Welsh Ministers and HCC such that HCC is able to continue in its current role.

The Measure also removes the need for the Welsh Levy Board (an Assembly Sponsored Public Body which was set up on 1 April 2008) to be in place to undertake these functions.

What are the benefits of the Measure?

The Measure makes the Welsh Ministers directly accountable for the Red Meat Industry in Wales and so removes the need for an intermediate ASPB body which was intended only to be an interim measure.
