Safety on Learner Transport (Wales) Measure 2011

Gives the legislative competence to the National Assembly for Wales in relation to contracted learner transport safety and concessionary travel.
This Measure was introduced on 20 September 2010 by the Minister for the Economy and Transport. It was passed by the National Assembly for Wales on 22 March 2011 and approved by Her Majesty in Council on 10 May 2011.

What is the purpose of the Measure?

The Measure has 2 key aims:

  • To continue to improve the safety image and quality of contracted school transport.
  • To ensure that safety standards are sufficiently high for parents and pupils to have confidence in school transport.

What are the benefits of the Measure?

The Measure contains a broad set of Regulation-making powers which will enable the Welsh Ministers to place a wide range of duties on local authorities or a governing body of a maintained school in relation to the safety standards of learner transport. The Measure will, for example, enable the Welsh Ministers to require that all vehicles used for learner transport be fitted with seatbelts, which would ensure that every child has a seat and make it impermissible to have standing passengers on contracted school buses.
