Waste (Wales) Measure 2010

Gives legislative competence to the National Assembly for Wales in relation to environmental protection and waste management
This Measure was introduced on 22 February 2010 by the Minister for Environment, Sustainability and Housing. It was passed by the National Assembly for Wales on 2 November 2010 and approved by Her Majesty in Council on 15 December 2010.

What is the purpose of the Measure?

The Measure enables the Welsh Ministers to require retailers to use money raised from the sale of single use carrier bags to be used for specific environmental purposes, if the voluntary agreement with retailers fails to deliver satisfactory outcomes.  The Measure also sets targets and penalties for Local Authorities about the amounts of waste that is recycled, re-used or composted. It will allow the Welsh Ministers to restrict certain types of waste going to landfill.  Finally, the Measure will enable the Welsh Ministers to establish fees and charges schemes for Site Waste Management Plans for the construction and demolition sector. 

What are the benefits of the Measure?

The Measure focuses on proposals to reduce the amount of waste  and litter in Wales and will contribute to the development of more effective waste management arrangements.
