What was a Legislative Competence Order?

LCOs transferred legislative competence from the UK Parliament to the National Assembly for Wales. The LCO had to be approved by the Assembly, both Houses of Parliament, and the Queen in Council.

How did LCOs change the law?

LCOs did not in themselves alter the law in a given subject area. If passed they gave the National Assembly the power to consider doing so using Assembly Measures.
