Gives the legislative competence to the National Assembly for Wales in relation to housing and local government.
The proposed Legislative Competence Order (LCO) was laid before the National Assembly for Wales for scrutiny on the 3 December 2007 by the Deputy Minister for Housing. It was then entitled the National Assembly for Wales (Legislative Competence) (No.5) Order 2008.

The draft LCO was laid before the National Assembly for Wales for approval on 12 January 2009. The LCO was passed by the National Assembly on 15 July 2008.  The LCO was subsequently withdrawn and was superseded by the National Assembly for Wales (Legislative Competence) (Housing and Local Government) Order 2010.  For further information on this subsequent  LCO, follow the Related Link.

What was the purpose of the LCO?

To give legislative competence to the National Assembly for Wales to make laws for Wales, by Assembly Measures, in relation to the disposal of dwellings and dwelling houses by social landlords.

What are the main elements of the LCO?

The LCO covers the the suspension of the Right to Buy, Right to Acquire and Preserved Right to Buy in areas of housing pressure.
