National Assembly for Wales (Legislative Competence) (Culture and other Fields) Order 2010

The proposed Legislative Competence Order (LCO) was laid before the National Assembly for Wales for scrutiny on the 15 June 2009 by the Minister for Heritage.

The draft LCO was laid before the National Assembly for Wales for approval on 18 February 2010. The LCO was passed by the National Assembly on 23 February 2010 and by Parliament on 6 April 2010.  It was made by Her Majesty in Council on 12 April 2010.

What is the purpose of the LCO?

To give the legislative competence to the National Assembly for Wales to make laws for Wales, by Assembly Measure, in relation to the promotion and delivery by local authorities of cultural services and activities across Wales.

What are the main elements of the LCO?

The LCO covers the support, improvement or promotion of the cultural functions undertaken by local authorities,  relating to historical sites, arts and crafts, museums, libraries, sports and other recreational activities.
