Enables the Welsh Ministers to require retailers to use money raised from the sale of single use carrier bags for specific environmental purposes.
The proposed Legislative Competence Order (LCO) was laid before the National Assembly for Wales for scrutiny on 19 June 07 by the Minister for Environment, Sustainability and Housing. It was then entitled the National Assembly for Wales (Legislative Competence) (No.2) Order 2007. A revised proposed LCO entitled the National Assembly for Wales (Legislative Competence) (Environment) Order 2009 was made available on 27 April 09.

The draft LCO was laid before the National Assembly for Wales for approval on 24 November 2009. The LCO was passed by the National Assembly on 1 December 2009 and by Parliament on 3 February 2010.  It was made by Her Majesty in Council on 10 February 2010.

What is the purpose of the LCO?

To give the legislative competence to the National Assembly for Wales to make laws for Wales, by Assembly Measure, in relation to environmental protection and waste management.
