With a “yes” vote in the referendum the Assembly gained the power to pass Assembly Bills.

On 5 May 2011 a commencement order became law, bringing the relevant parts of the Government of Wales Act 2006 into force.

For an Assembly Bill to become law and become an Assembly Act it needs to go through several stages of scrutiny, as specified in the Assembly’s Standing Orders, before being finally agreed.  It must also gain the formal approval of the Queen. This process is called Royal Assent. A Welsh Seal and Letters Patent (words which signal the Queen’s approval) are being developed for the Royal Assent process.
