If a publication is not available on the Welsh Government website, you can obtain a copy in 1 of 3 ways.
Non-Statutory Instruments are legislative in character, they alter legal rights and duties however they are not statutory instruments.
Non-Statutory Instruments issued by Welsh Ministers include codes of practice and guidance. Non-Statutory Instruments made between 1999-2005 are also available via our publications catalogue. See the related link on the right for more information.
