Alun Davies made the announcement speaking in the National Assembly this afternoon.
He said:
“The CAP plays a key role in maintaining the viability of Welsh farming and the communities of rural Wales. The CAP is changing and now is the time for us to influence the changes.”
The paper represents the response of the Welsh Government and the approach it is taking for Welsh farmers in the reform of the CAP. The paper focuses on the Pillar 1 aspect of CAP, of which the Direct Payment amounts to £260 million every year.
The publication follows the “CAP Conversation” where the deputy Minister asked the Welsh public what they wanted from the negotiations in Europe.
The document is a summary of Government views and suggestions for change and it will be directly used in discussions and negotiations with the European Commission. In particular, during Agriculture Councils in both Brussels and Luxembourg where Alun Davies regularly represents Wales as part of the UK delegation.
The policy looks at a range of issues including the transition from historic to area-based payments, greening and how future support will be managed.
Alun Davies said:
“There is still a long way to go in this process but the views of Wales are being heard loud and clear in Europe.
“I have represented the needs of Welsh farming at every opportunity, and I will continue to do so. I remain committed to playing my part in negotiations and securing the very best deal possible for Wales.”
