In December 2008, following the publication of the Welsh Ministers’ Report on disability equality, the Minister announced that a new Disability Equality Advisory Group would be created. The group is a task and finish group whose remit is to review the report and identify key issues which will inform a new action plan for the Welsh Assembly Government and the devolved public sector in Wales.
Membership is made up of internal and external stakeholders. The externally appointed members are:

- Maggie Hampton
- Lindsay Foyster
- Wahida Shah Kent
- Paula Walters
- Delyth Williams
Dr Gibbons said:
“The Welsh Assembly Government strives to provide a good example by embedding equality and human rights into the heart of our agenda.
“I am pleased that these highly experienced people have agreed to work on the Disability Equality Advisory Group. I am confident that this new group will make a big contribution to the development of our work on disability equality.
"We published our Single Equality Scheme earlier this year, which sets out how we will deliver the changes that are necessary to ensure that equality of opportunity for all citizens in Wales becomes a reality rather than an aspiration, and this action plan feeds into that scheme. The group members will play an invaluable role in sharing their experience and expertise and in helping to ensure the action plan contributes to the reality of equality for all.”
