First Minister invites applications to establish a Public Policy Institute for Wales

The process of establishing a Public Policy Institute for Wales has been launched by the First Minister, Carwyn Jones.

The Public Policy Institute, a Programme for Government commitment, will help promote better outcomes for the people of Wales by strengthening the links between the Welsh Government and independent sources of expert policy advice, thereby improving the effectiveness of policy development and service delivery in Wales.

Applications are being encouraged from a wide range of interested parties, including think tanks, research institutes and Higher Education Institutions, which will enable the Welsh Government to consider a number of possible models.

Mr Jones announced his intention to establish the Institute during a major speech on public services in Wales earlier this year.

Carwyn Jones said:

“When I launched our Programme for Government last year, I said that creating the future of Wales is something that involves all of us. That’s also true for developing the new policies of the future – policies which will help us deliver meaningful, real and long-lasting change to the lives of the people of Wales.

“I want to strengthen our capacity to create public policy here in Wales. That’s why I’m delighted to launch this competition to run a new Public Policy Institute for Wales.”  

The First Minister said he wants the new institute, which will be arms-length from government but working closely with it, to be a small, flexible team with strong intellectual credentials. Its role will be to help the Welsh Government tap into the best ideas, research and evidence, working collaboratively with a network of specialists from across the board – from academia to think-tanks.

Mr Jones added:

“I want the brightest minds in Wales and beyond to work with us to think about the challenges of the future, and to articulate the new ideas and vision necessary to address those challenges.

“I hope to see a wide range of applications, including partnership and collaborative projects. I look forward to announcing the outcome towards the end of this year.”
