The re-appointment of a member to the Historic Buildings Advisory Council for Wales (HBAC) (Saesneg yn unig)

The Minister for Heritage is being asked to agree the re-appointment of a member to the Historic Buildings Advisory Council for Wales (HBAC). The HBAC is a non-statutory body advising the Assembly Government on matters concerning historic buildings in Wales and, particularly, assessing whether buildings which are the subject of grant applications to Cadw, the Assembly Government’s historic environment division, meet the eligibility criteria.
Although appointments to the HBAC do not come within the remit of the Commissioner for Public Appointments these appointments are made using a process which takes into account the Commissioner’s Code of Practice on Ministerial Appointments to Public Bodies as best practice.
The HBAC comprises eight members, including a Chair. It meets four times a year, twice over two days in various parts of Wales and twice over one day. Members are experts in the historic environment of Wales, and particularly historic buildings or historic parks and gardens across Wales. They are entitled to receive remuneration for the Assembly Government of £88 per day for 10 years for members and £109 per day for 52 days for the Chair. Appointments are made for five years initially, with the possibility of extension for another five years. Under the terms of the Code, the maximum term a member may serve is 10 years.
The Minister is being asked to re-appoint Dr Charles Kightly as a member of the HBAC for a further term of five years. Dr Kightly’s current appointment runs from 1 April 2004 to 31 March 2009 and the Minister is being asked to invite Dr Kightly to serve a further term of appointment to 31 March 2014. Dr Kightly is a Heritage Consultant, author and presenter. An expert on historic interiors, he has worked predominantly throughout Wales on historic buildings, exhibitions and tourism projects. Dr Kightly lives in Powys and York.
