Skills Sector Councils Relicensing - UK Commission Recommendations for Institute of the Motor Industry and Construction Skills

The call for the UK Commission’s Skills Sector Councils (SSC) re-licensing was a key recommendation of Lord Leitch’s Review of UK Skills. The fundamental purpose of re-licensing is directly related to SSCs taking on a clearer, more focussed role, coupled with empowerment and accountability to address variable performance across the 25 SSCs. The overall objective is to ensure that each SSC is capable of meeting the demands of their core remit in each of the four nations.

Construction Skills and Institute of the Motor Industry have been assessed as fully meeting the criteria set out in the relicensing framework and have been able to demonstrate they have the confidence and support of employers in their sector and that they are strategically and operationally effective organisations in each of the four nations.

These recommendations will support the Skills that Work for Wales aim for a strengthened network of SSCs in Wales and will ensure that each SSC is able to deliver its core remit in Wales.

The Welsh Ministers’ power to support these recommendations and contribute to the decision as to whether the SSCs can be relicensed is contained in sections 2 and 5 of the Employment and Training Act 1973.
