The Deputy Minister for Regeneration, Leighton Andrews AM, announced on 17 June 2008 that the CF Programme would continue for at least another three years from April 2009. This submission seeks the Deputy Minister’s approval of an Outcomes application for the Caerphilly “hub” youth provision.
The “hub” project was created in 2000 with funding from Cymorth (administered by the Children and Young People’s Partnership) and a small sum from the Local Authority. It was further developed in 2004 with additional funding from the Safer Communities Fund (administered by the Safer Caerphilly Community Safety Partnership) and Communities First. The four funding streams have been merged in order to provide an enhanced provision of frontline activity and services across all Communities First areas.
It facilitates youth engagement through developing Youth Sub Groups, training and activities and during 2007/08, the team worked with 1,165 individuals who participated in this community development process.
Grants under the CF programme are made under section 126 of the Housing Grants, Construction and Regeneration Act 1996 which authorises the Secretary of State to give financial assistance to any person in respect of expenditure incurred in connection with activities which contribute to the regeneration or development of an area.
