The Minister for Local Government and Communities, in a paper to the Partnership Council on 21 July 2011, set out the regional footprint to provide coherence for future regional collaboration across public services for service delivery. Through the process of developing the footprint it was agreed that existing effective collaborative arrangements or those where contractual negotiations were advanced would remain in place.  These included waste, transport, education improvement consortia.  All future collaborations however would be expected to seize the opportunity to work to the footprint.

The ‘Compact for Change’ establishes the mandate for the review of where and how services would be best delivered – locally, regionally or nationally.  The Compact will support the regionalisation of services on the footprint by mandating local authorities to review where the services would be best delivered – locally, regionally or nationally.  

Since the signing of the Compact at the Partnership Council on 5 December 2011, local authorities have been in the process of ratifying the Compact through their political governance structures.

This submission provides an update on the process of ratification of the Compact by the local authorities and seeks the Minister’s approval to publishing a statistical overview of the regional collaborative footprint areas. The submission also seeks approval of the arrangements for publication of a Cabinet Written Statement to inform Assembly Members
