The Minister for Business, Enterprise, Technology and Science has been asked to approve the establishment of a Welsh Co-operative and Mutuals Commission, its Chair, Membership, Terms of Reference and Operating costs.

The relevant powers are Sections 60 and 71 of the Government of Wales Act 2006, and Section 1 of the Welsh Development Agency Act 1975 (as amended).
