School Effectiveness Framework: pilot phase

The Minister for Children, Education, Lifelong Learning and Skills has agreed: the proposed pilots schemes for the School Effectiveness Framework; the process for selecting pilot schools and recruiting School Effectiveness ‘associates’; the training and development programme for the associates; authorise expenditure on the above activities; the OECD Schooling for Tomorrow project is now taken forward as part of the school effectiveness project, rather than being a separate piece of work.

Developing and implementing a new School Effectiveness Framework has been identified as a key priority within the Department for Children Education Lifelong Learning and Skills and work has been ongoing, in liaison with key stakeholders, on its development.  Phase 1 has been successfully completed, with the publication of the School Effectiveness Framework document and the delivery of four Ministerial conferences on School Effectiveness across Wales in February and March 2008.

Stakeholder engagement continues throughout the pilot phase of the Framework. The principles of tri-level reform, upon which the Framework is based, will be put into action, and Welsh Assembly Government, local authorities and schools will continue to work collaboratively to implement the Framework in 99 pilot schools across Wales.  The pilot will consist of two distinct implementation models, which take account of local variations across the four local authority consortia.  Both models are predicated on the training and deployment of ‘associates’ (serving head teachers/school improvement specialists) who will be funded by the Welsh Assembly Government to work for 25% of their time with groups of schools.  The associates will take a supportive role, working with schools to develop a school effectiveness assessment profile, and identify areas for development.

The total cost of these activities is in the order of £9.5m
