NAFWC 04/2004 - Children First Programme in Wales: Guidance for 2004-2005

The aim of Children First is to transform services for children in need and their families thereby enabling those children to lead fuller, more successful lives as adults. The broad objectives of the programme remain the same as for previous years (annex 1). Priorities for development for 2004-05 remain largely unchanged from those set out in Children First Guidance for 2003/04 (Circular 5/2003) and are not repeated in this circular.
