Unauthorised camping requires sensitive and proportionate handling by all concerned and can be a difficult issue to resolve. Until more authorised sites have been provided to meet an identified need, unauthorised camping will continue to take place. Even then, it may still occur as an expression of cultural identity or for social or economic reasons.

Managing Unauthorised Camping: A Good Practice Guide was issued by the UK government in 1998 and has influenced the approaches adopted by local authorities, police and others. There have been a number of developments since 1998, which together have led to the need to revise this guidance.
