This circular sets out guidance for local authorities on the use of monies paid under the capacity grant.

The Welsh Assembly announced that an additional £19.508 million would be provided in 2004-05 and 2005-06 to local authorities, to help address key priorities in the health and social care system and increase their capacity to care for people at home and in the community.

The support will take the form of an expenditure grant to be made to local authorities under Section 31 of the Local Government Act 2003. Local authorities will be able to apply the grant to fund capital and/or revenue expenditure.

The effective use of this grant will require close partnership working with NHS and voluntary sector partners. Partnership approaches, including the use of Health Act 1999 Increased Flexibilities are strongly encouraged.
