This circular draws your attention to the multi-agency review currently underway in relation to the use of Schedule 1 of the Children and Young Persons Act 1933.

The use of the term ‘Schedule 1 offender’ to describe those convicted of offences against children should be discontinued; the term ‘risk to children’ should be used.

Interim guidance is attached, together with an updated list of offences against children.
