This guidance is issued under Section 7(1) of the Local Authority Social Services Act 1970 which requires local authorities to exercise Social Services functions under guidance of Secretary of State. The powers exercisable by Ministers under the Local Authority Social Services Act 1970 (and also the National Assistance Act 1948) have been transferred to the National Assembly.
