The Children (Protection from Offenders) (Amendment) (Wales) Regulations came into force on 1 November 2001. The purpose of the Regulations is to remove the total prohibition on a person being approved as a foster carer or adoptive parent where either they or any adult member of their household over the age of 18 years have been convicted of or cautioned for an offence of actual bodily harm (assault in Scotland), committed when a person was under the age of 18.
