The social and economic costs of youth offending are high - for society, for public services, for communities, for victims and for those children and young people who offend.

It was an aspiration of the All Wales Youth Offending Strategy that all young people in the Criminal Justice System would have an Individual Learning Plan (ILP).

This e-ILP is an interim pilot product for use if it is "fit for purpose". This product can be used as a "One Stop Shop" for information and should link into other plans used locally, for example the Personal Education Plan.

The main aims of this e-ILP are to:

  • be used within the relevant setting
  • provide important detail to aid learning and
  • avoid repetition of assessment.

It is also an objective that it will move around the system quickly and follow the young person from community to a secure situation if that is required.

The Welsh Assembly Government Young Offenders' Learning Project has developed the product in line with evaluation feedback from stakeholders from earlier trials.
