People working with children and young people must be well trained and fully equipped to meet the needs of young people across Wales.

Workforce Development Plan for the Youth Service in Wales

The Workforce Development Plan for the Youth Service in Wales will ensure the development of training opportunities for a reflective, skilled and knowledgeable workforce to meet the needs of all young people in Wales.

Most importantly, the plan must meet young people’s needs and aspirations. It realises that young people want a Youth Service that:

  • relates to them
  • knows what is important to them, and what affects them, and
  • will create and provide opportunities and challenges to them that are wide ranging and interesting.

Recommendations and actions

The Workforce Development Plan will provide recommendations and actions for the following areas:

  • the registration of youth workers
  • a framework for the development of a Continuing Professional Development (CPD) process for Youth Workers at all levels within the service
  • the role for Higher Education Institutions (HEIs) in the development of Training and CPD opportunities
  • the approval and endorsement of a range of high quality training for workers through the Education and Training Standards Advisory Group (ETS)
  • an annual audit of training provision and the monitoring of qualified workers within Wales
  • a definition of the Coherent Route and the mapping of CPD activity appropriate to its levels to demonstrate transferable skills across the voluntary and maintained sectors
  • establishing working models for Regional Training Practitioner’s Groups.
