A Report by an Advisory Group to the Minister for Culture, Sport and the Welsh Language, Welsh Assembly Government on the creation of Ofcom.

The report considers the possible future role and functions of Ofcom in relation to Wales, and provides an assessment of issues of importance to Wales and Ofcom in light of the reform of the regulatory environment for broadcasting and telecommunications.

The first chapter of the report provides an outline of current issues in relation to broadcasting and telecommunications in Wales.

The second chapter assesses the extent to which UK Government intentions in relation to Nations and Regions issues, as contained in the Policy Statement on the draft Communications Bill, are reflected on the face of the Bill.

The third chapter outlines the existing accountability arrangements for broadcasters and broadcasting and telecommunications regulators in Wales.

The fourth and final chapter considers the issues facing Wales and Ofcom.
