A Programme Evaluation Framework for Work Based Learning (WBL) - April 2005

This document presents the conclusions and recommendations of ECOTEC Research and Consulting Ltd, on a suitable Programme Evaluation Framework for the All-Age Work Based Learning (WBL) strategy in Wales. The framework specifies the data collection and analysis requirements for a robust independent evaluation, structured over a three year period. It encompasses the five WBL programmes that are currently funded under the All-Age strategy, which are as follows:
 
1. Preparatory Learning (Previously Skillbuild – Preparatory Learning for young people and Employability Training for adults) – now Skillbuild;
2. Skills Learning (Previously Skillbuild NVQ Level 1 for young people and Occupational Skills training for adults) – now Skillbuild+
3. Foundation Modern Apprenticeships (FMA)
4. Modern Apprenticeships (MA)
5. Modern Skills Diploma (MSD)
