Review of Higher Education Governance In Wales

The Task and Finish Group reviewing Higher Education Governance in Wales submitted its report to the Minister for Children, Education & Lifelong Learning on 17 February 2011.

The work of the Review is in line with the commitment made in For our Future which proposed a review of higher education governance that built on existing strengths, evaluated current shortcomings and considered future need.

The Review was  remitted to consider whether existing forms of national and institutional governance matched the needs, expectations and future requirements of HE in Wales and identify the changes required.

It was also tasked with considering the national role and function of the University of Wales, and its current and future contribution to the implementation of For our Future.

The research of the Task and Finish Group was supported by commissioned research from Old Bell 3 who produced two reports:

  1. A Literature Review which provided a comparative analysis of other systems of higher education governance including the other home nations paying particular attention to  the relationship between governments and institutions.
  2. Qualitative interviews with Vice Chancellors, Chairs of the Board of Governors/Council and Registrars/Secretaries to the Board of Governors/Council in Welsh HEIs. These interviews were to help deepen the understanding of the current governance arrangements within Welsh HE.
