The Welsh Government provides around 80% of the money allocated to Local Authorities in Wales.
The provisional local government settlement is published around the end of October, at which point local authorities are informed of their indicative allocations so they can begin budget planning for the coming financial year. There is a formal period of consultation on the provisional settlement.

The Welsh Government puts the final settlement, reflecting any adjustments made following consultation, to the National Assembly for Wales for approval either in December or early January.  It is confirmed to local authorities shortly thereafter. 

Authorities are required to set their overall budgets and council tax levels by 11 March and to notify schools of their individual delegated budgets by 31 March.
