The Welsh Assembly Government’s role in school organisation issues is mainly to set out the policy framework.

The prime responsibility for the provision of suitable education within an area rests with Local Education Authorities. They must keep their pattern of provision under regular review. If as a result an LEA concludes there is a need to reorganise - to establish a new school, close an existing school or make a prescribed alteration to a school - it must comply with well established statutory procedures.
