This research explores the implications of annual emission reductions beyond the 3% already pledged. It was informed by wide academic debate on the need to limit temperature rise to a maximum 2°C to avoid dangerous climate change.

The main objectives of the project included:

  • gaining a better understanding of the implications of different emission reduction scenarios for people, communities and organisations in Wales; and
  • identifying, for key sectors, the broad practical impact of these different scenarios and the type and scope of policy interventions, regulation and financial incentives and penalties that would be required.
