The Fuel Poverty Strategy and the development of our fuel poverty scheme was based on estimates of fuel poverty in 2004 (these were the best estimates available at the time). Estimates based on data from 2008 are now available. We are reviewing these estimates closely to consider whether there are any implications for our policy and the scheme.

The Living in Wales property survey was completed in 2008. It involved surveys in 2700 homes across Wales.

We contracted the Building Research Establishment (BRE) to estimate the following for each home / household:

  • energy efficiency (SAP) rating. SAP is the standard assessment procedure used to assess the efficiency of homes in the UK;
  • energy use; and
  • likely fuel poverty status.

Fuel poverty estimates

This report explains how BRE estimated fuel poverty and includes full details of the fuel poverty estimates. BRE’s estimates form the basis for a statistical report on fuel poverty. This statistical report is available under related links on the right hand side of this page. Statistical reports are also available on the energy efficiency of dwellings and heating and energy measures.

Modelled headline fuel poverty statistics for 2009 and 2010

This is a short report explaining how fuel price and income scenarios were used to estimate fuel poverty in Wales in 2009 and 2010.

Evaluating the impact of energy price rises on fuel poverty

This short report includes a ‘ready reckoner’ to estimate the impact of fuel prices rises on fuel poverty. A 10% rise in fuel prices could imply a 5% rise in the households in fuel poverty.

Fuel prices, income and energy efficiency scenarios to 2018

This report estimates the number of households that are likely to be in fuel poverty in 2018, given a number of fuel price, energy efficiency and income scenarios.
