Information for Community and Town Councils on new powers resulting from the Clean Neighbourhoods and Environment Act.

The Clean Neighbourhoods and Environment Act (CNEA) introduced a range of new powers to deal with:

  • Litter; 
  • Flyposting; 
  • Graffiti;
  • Abandoned and nuisance vehicles; and
  • Dog fouling.

A council can choose to use some, all, or none of the new powers. How many of the powers they use is a decision for the individual council. No one, including the Welsh Assembly Government, can make a council use the powers if it does not want to.

This Guide aims to help councils decide if they want to take up any of the powers. It does this by describing what they are, how they are intended to work and what resources are required.

If a council decides that it does want to use the powers, the guide will take it through the processes that need to be followed.
