Common Agriculture Policy (CAP) Reform

In November 2010, the European Commission published high-level policy proposals for the shape of CAP 2014 - 2020.  A consultation process followed and the Welsh Government issued a position statement setting out a comprehensive view on the proposals.  The EU Commission’s intention is to implement the next round of CAP Reform in 2014. However, delays are possible due to the need for co-decision (Council and European Parliament) following the Lisbon Treaty.  

The future of CAP is important to rural Wales paying agricultural businesses in Wales over £350m every year, keeping businesses afloat and thousands of people in work. The money also benefits the wider community and economy.

The final draft regulations have been published and we are now in a period of intensive scrutiny and debate.  While we cannot reach definitive conclusions on the package until the regulations and budget available to the Welsh Government are finalised, it gives us a basis on which we can negotiate the best possible deal for Welsh farmers.  Welsh Government is working with our stakeholders to evaluate the impacts of the proposals in Wales.
