Summary of project

This project provided support to communities to improve basic services for the economy and rural population via two Development Officers and a small revenue Third Party Grant Fund. The project was based on the ‘Hub’ concept being developed under Axis 3 and supported that activity through the officers initially undertaking an audit to map current facilities/services, as well as a gap analysis. This informed the activity being undertaken under Axis 3 in order to identify the level of capacity of the hubs to provide a cluster of services for the wider community.

The project developed a model to ensure all rural communities have access to a range of services within a specific radius or via outreach systems. The project worked with partners in terms of plugging any gaps in capacity building that is unable to be met under other programmes. The experience of cross-border working under the previous LEADER Programme was used to inform actions under Axis 4.

The project supported a programme of activities addressing the findings of the SWOT analysis within the Local Development Strategy, namely:

  • Poor access to services and a reduction of services
  • Hidden rural disadvantage
  • Economic inactivity
  • Limited public transport provision - Out-migration of young people
  • Exploit green and cultural tourism
  • Use people resource
  • Exploit the high environmental quality

The project focused on Rural/Community Transport; Childcare; ICT; Community Retail Services and other services.
