This model provides a template that local authorities may use and adapt as required, if they wish to develop byelaws on acupuncture, tattooing, semi-permanent skin colouring, cosmetic piercing and electrolysis in their area.

They have been devised to provide local authorities with a standard template to use, as an alternative to drafting their own byelaws.
