Framework for Action on Hate Crime

We want to ensure the way we govern has the most effective impact on making our society fairer and more inclusive.
Positive action to deal with hate crime in Wales has been outlined by the Welsh Government Minister in charge of equalities.
The Welsh Government’s new Equalities Minister will today make it clear that hate crime will not be tolerated in Wales.
The Welsh Government is developing a Framework for Action against Hate Crime to ensure that people across Wales can live their lives without fear or harassment.

The Framework for Action against Hate Crime was announced by Jane Hutt, the Minister for Finance and Leader of the House in February 2012.  Hate crime is unacceptable. The Welsh Government is going to work with partners across Wales to put in place a number of actions to reduce hate crime and support victims.

The Framework is part of the Programme for Government and is an objective within the Welsh Government’s Strategic Equality Plan. The Framework will identify and co-ordinate future priorities for action across Wales. This will include tackling hate crime across the protected characteristics of:

  • Disability;
  • Race;
  • Religion/ Belief;
  • Sexual Orientation;
  • Gender Reassignment.

The framework will be available from spring 2013 and will focus on three key areas which will include:

  • Preventing hate crime;
  • Increasing reporting, training and access to support;
  • Improving the operational response to hate crimes.
